SWAMIH Fund Emerges as a Lifeline for Stalled Housing Projects and Homebuyers

 


The Special Window for Affordable and Mid-Income Housing (SWAMIH) Investment Fund, launched in November 2019 following approval by the Union Cabinet chaired by Prime Minister Shri Narendra Modi, has emerged as one of India’s most impactful housing-sector interventions. Designed as a government-backed last-mile financing facility, the fund has played a critical role in protecting homebuyers’ interests, reviving stalled housing projects, generating employment, and strengthening the overall economy.

Supported by the Department of Economic Affairs (DEA), Ministry of Finance, SWAMIH was created to address stress in the residential real estate sector, particularly projects affected by liquidity constraints, legal disputes, NPAs, or weak developer balance sheets.

Full Capital Commitment Ahead of Schedule

Demonstrating strong execution and disciplined capital deployment, the SWAMIH Fund fully committed its entire investible corpus before the end of its investment period on 5 December 2025. With a presence in over 145 projects across 30 cities, SWAMIH has become the largest residential-focused stress resolution platform in the country.

The Fund is expected to deliver over 1 lakh homes, providing long-awaited relief to more than 4 lakh people who were impacted by prolonged project delays.

Strong Progress on Ground

As of 15 December 2025, SWAMIH has achieved substantial on-ground progress:

  • Approximately 61,000 homes delivered across 110 projects

  • Over 7,000 units delivered under Rehabilitation and Economically Weaker Sections (EWS) categories

  • 55 full exits and 44 partial exits, reflecting robust governance and asset management

These outcomes highlight SWAMIH’s ability to revive stalled projects while maintaining financial discipline.

Unlocking Capital and Boosting the Economy

Beyond home delivery, the SWAMIH Fund has delivered significant economic and sectoral benefits:

  • ₹37,400 crore+ capital unlocked across 127 projects nationwide

  • 90+ million sq. ft. of area under development, with 44% comprising LIG and MIG housing

  • Over 36,000 jobs generated, including 3,500 permanent jobs

  • ₹6,900 crore+ in revenues contributed to the Centre and States through GST, stamp duty, and government dues

The revival of stalled projects has also spurred demand across allied industries, generating consumption of over 20 lakh tonnes of cement and 5.5 lakh metric tonnes of steel.

Environmental and Social Impact

In addition to economic gains, SWAMIH-supported projects have contributed positively to sustainability and social outcomes:

  • Addition of over 1.06 lakh trees as green cover

  • Relief to thousands of middle-class families who were burdened with both EMIs and rental payments due to delayed project completion

Balancing Social Impact with Financial Prudence

SWAMIH has successfully balanced its social objectives with financial responsibility. The Fund has already returned nearly 50% of its drawn capital to investors, underlining its sustainable investment approach.

  • ~₹3,500 crore returned out of ~₹7,000 crore drawn from the Government of India

This performance reinforces confidence in government-backed, professionally managed social impact investment models.

SWAMIH Fund-2: The Next Phase

Building on the success of the original fund, the Union Finance Minister, in Budget 2025–26, announced the launch of SWAMIH Fund-2. The new fund will be a blended finance facility with contributions from the Government, banks, and private investors.

  • Proposed corpus: ₹15,000 crore

  • Target: Expeditious completion of another 1 lakh housing units

SWAMIH Fund-2 aims to further accelerate housing completion and deepen trust among homebuyers.

About the SWAMIH Investment Fund

The SWAMIH Investment Fund is managed by SBI Ventures Limited, a subsidiary of State Bank of India. It operates as a social impact investment platform, providing priority debt financing to stressed, brownfield, and RERA-registered affordable and mid-income housing projects.

With an aggregate corpus of ₹15,531 crore, backed by the Government of India, PSU Banks, and LIC, SWAMIH has emerged as a pioneering model for resolving real estate stress while safeguarding homebuyers’ interests.
